The USO is a floor, not a fibre programme. If you cannot get a decent line, there is a request process. It will not arrive as a 900 Mbps poster.

Universal service is one of the last unfashionable ideas in British infrastructure: that a household should be able to get a decent line even if the map would rather not bother. It is not a gigabit slogan. It is a floor. People who need it are usually tired of slogans.
What it is not
It is not Project Gigabit. It is not a social tariff. It is not Ofcom turning up with a drum of fibre. It is a right to request a decent service when the market has not offered one at a reasonable price. If fibre is already at the door, you do not need the USO. You need a comparison.
A floor is not a ceiling. Do not let a 10 Mbps right be sold to you as a 900 Mbps future.
Who it is actually for
Households and businesses that cannot get a decent, affordable service from the market. Not households that can get 80 Mbps and want 900. Not households angry at a teaser. If a retailer will sell you a decent line at a reasonable price, the USO is not your lever. A comparison is.

USO versus voucher versus a dish
The USO is a right to request a decent service, not a right to FTTP, not a voucher, not Starlink. Quotes come back as radio, as a terrifying pounds figure, or as ‘wait, you will be built’. Run it if you qualify. Run a voucher if one is open. Trial radio in parallel. Sequential hope is how winters pass.
